Moves the Advisory Council on Rare Diseases from the UNC School of Medicine to the Department of Health and Human Services.

Expands the council from 22 to 25 members, increasing physician positions from one to three and adding new roles including genetic counselors, dentists, social workers, pharmacists, and life sciences industry representatives.

Changes chair selection from appointment by the Dean of UNC School of Medicine to election by majority vote of council members.

Establishes that advisory council members shall elect the chair from among themselves by majority vote, with the chair serving until their term expires or a successor is elected.

Requires the Secretary of Health and Human Services to appoint new members by September 1, 2023, with the newly constituted council to hold its first meeting by October 1, 2023.
