Appropriates $17,000,000 in nonrecurring funds from the General Fund to the Town of Wrightsville Beach for water and wastewater infrastructure improvements for fiscal year 2023-2024.

Addresses water supply contamination in Wrightsville Beach caused by saltwater intrusion in ten wells and PFAS contamination in one adjacent well.

Supports consolidation of Wrightsville Beach's water and sewer systems with the Cape Fear Public Utility Authority, contingent on infrastructure improvements.

Required improvements include replacing aging infrastructure, adding a second pump for capacity, installing redundant water and sewer lines, and installing compatible water meters.

Town of Wrightsville Beach will contribute $8,000,000 toward the total project costs, with the state appropriation covering the remaining $17,000,000 balance.
