Appropriates $10,000,000 in nonrecurring funds for each fiscal year of the 2023-2025 biennium to the Office of Violence Prevention in the Department of Public Safety for competitive grants to local governments, law enforcement agencies, and nonprofit organizations.

Defines community violence intervention programs to include violence interruption, group violence intervention, hospital-based violence intervention, cognitive behavioral therapy programs, and environmental design interventions such as blight reduction and cleaning and greening.

Limits grant eligibility to communities in municipalities with high levels of violence, determined by total homicides or homicide rates over a three-year period preceding application that substantially exceed the state's overall rate.

Requires law enforcement agencies applying for funds to provide a memorandum of understanding with a non-law enforcement entity, with at least 50% of grant funds used for non-law enforcement intervention strategies.

Sets maximum grant amount at $5,000,000 per recipient, limits applicants to one grant each, and requires semiannual reporting to the Joint Legislative Oversight Committee on Justice and Public Safety beginning December 1, 2023.
