Appropriates $180,000,000 in recurring General Fund dollars for each year of the 2023-2025 fiscal biennium to the NC Prekindergarten (NC Pre-K) program to increase reimbursement and administrative rates.

Sets the administrative cap for the NC Pre-K program at 10% of State funds appropriated for the program.

Appropriates $30,000,000 in recurring General Fund dollars for each year of the 2023-2025 fiscal biennium to increase funding for the North Carolina Partnership for Children, Inc. (Smart Start).

Appropriates an additional $6,000,000 in recurring General Fund dollars for each year of the 2023-2025 fiscal biennium to Smart Start for training and coaching of early childhood teachers through a coordinated delivery model.

Increases the administrative cost cap for Smart Start from 9% to 10% of total statewide allocation to all local partnerships.
