Modifies G.S. 160A-200.1 to allow cities to track chronic violators of public nuisance and overgrown vegetation ordinances on a rolling 12-month basis instead of a calendar year basis.

Defines a chronic violator as a property owner who receives at least three violation notices under any public nuisance ordinance provision within a 12-month period.

Permits cities to notify chronic violators that subsequent violations within the 12-month period will result in city remedial action without further notice, with remediation costs becoming a lien on the property collected as unpaid taxes.

Appropriates $25,000 in nonrecurring funds to the North Carolina League of Municipalities for the 2023-2024 fiscal year to educate cities about this new authority.

Becomes effective upon enactment.
