Session Law 2023-4 - House Bill 88 Summary

• Clarifies vacancy-filling procedures for Guilford County Board of Education by requiring the Board to consult with the political party of the vacating member and allowing the party 30 days to recommend a qualified replacement.

• Converts elections from nonpartisan to partisan basis for five county boards of education: Ashe, Cabarrus, Henderson, McDowell, and Mitchell, with elections held in even-numbered years on staggered four-year terms.

• Transitions Town of Maysville elections to even-numbered years beginning in 2024, reducing terms expiring in 2025 by one year.

• Transitions Town of Pollocksville elections to even-numbered years beginning in 2024 by skipping 2023 elections and extending terms, with three commissioners elected in 2024 and two commissioners plus mayor elected in 2026 on a rotating four-year cycle.
