Appropriates $10,000,000 in nonrecurring funds to the Department of Health and Human Services for the 2023-2024 fiscal year to establish a three-year landlord-tenant assistance pilot program.

Provides up to $5,000 per rental unit to cover two years of renters' insurance and security deposits, with landlords agreeing to waive credit checks for tenants in return.

Allocates 5% of funds for administrative duties and caps landlord applications at 10% of total units owned or available for rent each year.

Requires return of remaining renters' insurance funds to the Department if a tenant is evicted within the first year under Chapter 42 procedures.

Limits eligibility to tenants with household income below 80% of area median income and requires annual progress reports to the Joint Legislative Oversight Committee on Health and Human Services through December 31, 2026.
