H886 - Vehicle Headlight Brightness Summary

• Establishes that vehicle headlamp brightness in North Carolina shall not exceed current federal standards under 49 C.F.R. § 571.108 (Standard No. 108)

• Sets a fine of $25.00 for violations of excessive headlight brightness requirements

• Increases the penalty for failure to dim headlights when meeting or following other vehicles from $10.00 to $25.00

• Allocates $50,000 in nonrecurring Highway Fund money to the Department of Transportation for a public awareness campaign on headlight brightness

• Public awareness campaign effective July 1, 2023; remaining provisions effective December 1, 2023
