Repeals G.S. 20-24.1 and G.S. 20-24.2, eliminating the government's authority to suspend driver's licenses for nonpayment of fines, penalties, or court costs related to motor vehicle offenses.

Requires the Division of Motor Vehicles to terminate all existing license suspensions based on failure to pay or failure to appear within three months of the effective date, with all reinstatement fees waived.

Prohibits future driver's license revocations solely for failure to appear in court or failure to pay fines, penalties, or court costs for any infraction, misdemeanor, or felony.

Forgives all unpaid fines and fees assessed for Driving While License Revoked convictions as of October 1, 2023, if the underlying suspension was based on failure to pay or failure to appear.

Requires the Division of Motor Vehicles and Administrative Office of the Courts to collect and publish annual data on suspensions terminated, licenses reinstated, fees waived, and court appearance rates, disaggregated by race, ethnicity, gender, and zip code.

Appropriates $250,000 in recurring funds to implement a text reminder system for upcoming court appearances.

Takes effect October 1, 2023.
