Appropriates $600,000 in nonrecurring funds for fiscal year 2023-2024 to the Promise Resource Network to establish four peer-run wellness centers addressing mental health crisis prevention and post-crisis response, located in two urban and two rural areas of North Carolina.

Requires the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services to report by September 1, 2024 on the establishment status of the four wellness centers, including operational timeline and service capacity estimates.

Establishes a Mental Health Recovery Policy Chief position within the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services, requiring the position to be held by a certified peer support specialist.

Mandates the Division publish a biennial NC Mental Health Recovery and Resiliency Agenda by January 31 of each odd calendar year, setting recovery outcome objectives and tracking progress on prior agenda goals, with input from individuals with personal mental health recovery experience.

Appropriates $100,000 in recurring funds for fiscal years 2023-2024 and 2024-2025 to fund the Mental Health Recovery Policy Chief position salary and benefits; act becomes effective July 1, 2023.
