Establishes the North Carolina Voluntary Do Not Sell Firearms List, administered by the State Bureau of Investigation, allowing individuals 18 and older to voluntarily restrict their ability to purchase, possess, or transport firearms.

Requires written application with photo identification to enroll in or remove from the List; removal requests take effect 21 days after submission to allow for reconsideration.

Makes it illegal for federal firearms dealers to sell firearms to enrolled persons, with violations classified as Class 2 misdemeanor; enrolled persons purchasing or possessing firearms also face Class 2 misdemeanor charges.

Prohibits inquiring about another's enrollment status except for firearm eligibility purposes, knowingly submitting false information to enroll or remove others, and discriminating against persons based on List status in healthcare, employment, education, housing, insurance, or contracting.

Appropriates $10,000 in nonrecurring funds to the State Bureau of Investigation for establishing the List; the act takes effect July 1, 2024.
