• Expands tobacco product definitions to include alternative nicotine products and consumable products, maintaining the minimum age requirement of 18 years for all tobacco, vapor, and nicotine products.

• Establishes a certification and directory system for vapor products and consumable products, requiring manufacturers to submit certifications by March 1, 2025, with an initial fee of $2,000 and annual renewal fee of $500 per product.
