Authorizes the City Council of High Point to sell, exchange, or transfer real property through public sale or negotiated private sale, either in fee or as a lesser interest.

Allows the city to attach covenants, conditions, or restrictions to property transfers to further adopted city policies or plans, with consideration reflecting any restricted use.

Permits the city to invite competitive bids or written proposals including development and site plans for property purchases, and allows sales contingent upon necessary rezoning.

Requires any conveyance to be authorized by city council resolution, with published notice given at least 10 days prior to the resolution vote describing the property, interest type, and material transaction terms.

This authority is supplemental to and does not limit any other conveyance authority granted by the city charter or other state and local law.
