Establishes a Joint Legislative Study Committee on Uniform Pretrial Release Procedures to develop statewide standards and procedures for pretrial release programs, treatment of defendants who fail to appear in court or comply with payment judgments, and conditions for defendants arrested for crimes with no possibility of jail time.

Committee shall develop uniform statewide procedures and cost estimates for a state-funded house arrest and electronic monitoring program.

Committee composition includes 23 members: 2 senators, 2 representatives, 2 general assembly members appointed by governor, 3 senior resident superior court judges, 3 chief district court judges, 2 public members, 1 private attorney, 1 sheriff, 1 police chief, 1 victims' rights representative, and leaders from district attorneys, administrative office of courts, indigent defense services, court clerks, and magistrates associations.

Committee may meet in state legislative buildings, has access to professional and clerical staff, and possesses powers to request information and subpoena witnesses under G.S. 120-19 and related statutes.

Committee shall submit an interim report by April 1, 2024, and a final report by December 1, 2024, then terminate.
