Department of Justice shall study North Carolina's law enforcement officer certification process, including average certification time, minimum standards, common reasons for failure or disqualification, and effects on recruitment.

Department of Justice shall study the onboarding process for certified law enforcement officers in North Carolina, examining average duration, minimum standards, reasons for process failure, and recruitment impacts.

Department of Justice shall study law enforcement certification and onboarding processes in at least three states with similar population to North Carolina for comparison purposes.

Department of Justice shall develop recommendations focused on improving North Carolina's certification and onboarding processes to enhance recruitment outcomes for all state law enforcement agencies.

One hundred thousand dollars ($100,000) in nonrecurring funds appropriated to the Department of Justice for fiscal year 2024-2025 to conduct the study, with interim report due March 1, 2025, and final report due March 1, 2026.
