Establishes that vacancies occurring on the Town Council of Stanley shall be filled by appointment of the remaining Town Council members for the remainder of the unexpired term, notwithstanding G.S. 160A-63

Modifies Section 9 of Chapter 233 of the Private Laws of 1911 to clarify that council members serve for four years until "a successor is elected and qualified" (singular) rather than plural successors

Changes language to specify one chairman (rather than multiple members) shall be elected to act as mayor pro tempore in case of vacancy, absence, or illness of the mayor

Applies effective upon enactment to all vacancies occurring on or after the date the act becomes law
