Establishes the North Carolina Department of Housing and Community Development as a single, unified cabinet-level department with four divisions: Operations, Community Development, Housing, and Policy and Legislative Office.

Creates the North Carolina Board of Housing and Community Development consisting of the Secretary (ex officio chair) and nine appointed members: five by the Governor, two by the President Pro Tempore of the Senate, and two by the Speaker of the House, serving two-year terms.

Assigns the Department responsibility for all executive branch functions relating to housing and community development, including housing production and preservation, homeless and special needs housing, community revitalization, broadband expansion, training for building officials, and natural disaster resilience.

Appropriates $30,000,000 in recurring General Fund dollars to the Department for the 2024-2025 fiscal year, effective July 1, 2024.

Designates the Secretary as the department head with authority to adopt rules and procedures for implementation, with the Governor able to appoint up to 425 exempt positions department-wide.
