• Appropriates $960,429 in recurring funds and $1,006,488 in nonrecurring funds to add 12 full-time State Troopers to Highway Patrol District H5 in Mecklenburg County, effective July 1, 2024.

• Increases the minimum number of magistrates in Mecklenburg County from 38 to 43.5 and appropriates $389,660 in recurring funds and $15,140 in nonrecurring funds to hire five additional magistrates, effective July 1, 2024.

• Increases minimum fines for failing to stop for a school bus from $500 to $1,000 for Class 1 misdemeanor violations, and raises minimum fines from $1,250 to $4,500 for felony violations causing injury and from $2,500 to $7,000 for violations resulting in death, effective December 1, 2024.

• Establishes vehicle registration as prima facie evidence of the registered owner operating the vehicle in school bus violations, effective December 1, 2024.

• Appropriates $20 million in nonrecurring funds and $15 million in recurring funds to the Department of Transportation for recording and storing highway camera video, with detailed regulations restricting disclosure and release of recordings to specified persons and purposes.

• Appropriates $3 million in recurring funds from the Highway Fund to expand the Charlotte iMap Center to 24-hour operation, effective July 1, 2024.
