Requires health benefit plan insurers in North Carolina to cover transcranial magnetic stimulation (TMS) procedures performed by properly licensed healthcare providers and facilities within their scope of practice under Chapter 90 of the General Statutes.

Prohibits insurers from penalizing healthcare providers or facilities based on medical specialty when submitting TMS claims, including denial, reduction, or limitation of reimbursement for properly submitted claims.

Allows insurers to retain discretion over whether to cover TMS, which conditions warrant coverage, coverage requirements, and reimbursement rates.

Permits reimbursement rate variations based on provider network participation, service location, and healthcare provider training or certification level within their specialty.

Appropriates $1,000,000 in recurring funds to the Department of State Treasurer for fiscal year 2024-2025 to ensure compliance by the North Carolina State Health Plan for Teachers and State Employees, effective October 1, 2024.
