Requires high-enrollment University of North Carolina constituent institutions (those with 30,000+ full-time equivalent students) to compete annually in football, men's basketball, and women's basketball against other eligible UNC institutions.

High-enrollment institutions must play at least one home or away game each academic year against another high-enrollment institution and against at least one non-high-enrollment eligible institution.

High-enrollment institutions must play both home and away games against each non-high-enrollment institution at least once every six academic years, with home and away games alternating.

Appropriates $1,000,000 in nonrecurring funds to the Board of Governors for the 2024-2025 fiscal year to inform institutions and the public about these competition requirements.

Becomes effective for the 2025-2026 academic year, with the appropriation funding effective July 1, 2024.
