Establishes the North Carolina Veterans Education Tuition Supplement (NCVETS) Program for the 2024-2025 academic year to provide supplemental tuition grants to eligible veterans enrolled at UNC institutions and community colleges.

Eligible students must be enrolled in the 2024-2025 academic year and receive Post-9/11 GI Bill benefits that cover less than 100% of tuition costs (excluding fees).

Grant awards cannot exceed 40% of tuition costs and are reduced if students receive other scholarships or grants to ensure total assistance does not exceed actual tuition costs; if insufficient funds exist, eligible students receive pro rata shares.

Appropriates $555,000 to the Board of Governors of The University of North Carolina and $75,000 to the State Board of Community Colleges for a total of $630,000 in nonrecurring funds.

Requires each postsecondary board to report to the Joint Legislative Education Oversight Committee by February 15, 2025 on program implementation, including the number of eligible students, their enrollment locations, and award amounts.
