Requires health care providers to obtain written consent from a parent or legal guardian before administering vaccines with emergency use authorization (not yet fully FDA-approved) to individuals under 18 years of age.

Grants parents or guardians the right to access medical records for minors receiving services for venereal disease, pregnancy, substance abuse, or emotional disturbance, except where prohibited by HIPAA, federal law, or court order.

Prohibits health care practitioners from limiting or restricting parental access to a minor's or dependent's hard copy or electronic medical records without a court order, except in medical emergencies.

Establishes penalties of up to $5,000 in fines for health care practitioners who violate these provisions, subject to disciplinary action by licensing boards.

Appropriates $10,000 (nonrecurring) from the General Fund to the Department of Health and Human Services for fiscal year 2024-2025 to implement the act, effective October 1, 2024.
