Creates the Study Committee on Orphan Roads with 31 total members including legislators, Department of Transportation experts, and local government representatives, with three cochairs designated by the Senate President Pro Tempore, House Speaker, and DOT Secretary.

Committee shall study the number of orphaned, abandoned, or unowned roads in North Carolina and recommend solutions to bring them up to code, maintain them, prevent future occurrences, and address long-term road maintenance and funding issues.

Allocates $100,000 in nonrecurring funds from the Highway Fund for fiscal year 2024-2025 to cover administrative costs, stipends, travel expenses, and staff and consultant hiring.

Committee must meet at least quarterly with a majority constituting a quorum and shall report findings and recommendations to the 2025 Regular Session of the General Assembly no later than May 1, 2025, then automatically terminate.

Act becomes effective upon passage into law.
