H.B. 989 - Retirement Service Purchase Recodification

• Recodifies and standardizes service purchase provisions across four North Carolina retirement systems: Teachers' and State Employees' Retirement System, Local Governmental Employees' Retirement System, Consolidated Judicial Retirement System, and Legislative Retirement System.

• Creates new consolidated sections (G.S. 135-4.5, 128-26.5, 135-56.5, and 120-4.12B) that organize previously scattered service purchase rules into coherent structures covering general purchases, armed service credit, workers' compensation leaves, omitted membership service, and rollover/transfer contributions.

• Standardizes eligibility requirements across all systems, including the five-year membership service minimum, full liability cost calculations, administrative fees set by Board of Trustees, and restrictions preventing duplicate benefits under multiple retirement systems.

• Implements effective date changes for certain service purchases, particularly armed service credits and withdrawn service repurchases, with transition periods ending December 31, 2038 for some provisions and January 1, 2025 for others.

• Makes technical conforming changes to definition sections and cross-references to align terminology and update references to the new consolidated service purchase provisions throughout the General Statutes.
