Imposes a moratorium on awarding new Opportunity Scholarships beginning with the 2024-2025 fiscal year, limiting awards to students who received scholarships in the prior school year, with intent to eliminate the program by 2036-2037 or when all current recipients become ineligible.

Modifies scholarship grant amounts based on household income levels, ranging from up to 100% of state per pupil allocation for low-income students to 45% for other students, with caps not exceeding 100% of state allocation or actual tuition and fees.

Requires nonpublic schools accepting scholarship students to comply with enhanced accountability measures including annual tuition documentation, criminal background checks for top administrators, standardized testing in grades 3-12, financial audits, and school safety plans.

Reduces Opportunity Scholarship Grant Fund Reserve appropriations from $415.5 million to $174.2 million for fiscal year 2025-2026 and subsequent years, with zero appropriations beginning in fiscal year 2036-2037.

Extends similar academic assessment and reporting requirements to Personal Education Student Accounts (PESA) program, requiring standardized testing and annual progress reports to parents.
