Establishes the North Carolina Commission on Youth Mentoring within the Department of Administration to administer a grant program for small- to medium-sized youth nonprofit mentoring organizations statewide.

Commission shall consist of 14 members appointed by the Governor, including representatives from local and national nonprofits, youth participants (ages 16-25), business and philanthropic communities, government agencies, educators, faith community, and local governments.

Commission members serve three-year terms with no per diem compensation but receive travel allowances; chair and vice-chair serve one-year terms with a two-year consecutive limit on chair positions.

Commission must establish grant application process, conduct meetings at least four times yearly, and provide annual reports by December 1 detailing number of applicants, grant amounts awarded, recipient names, and remaining fund balances.

Appropriates $1,500,000 in recurring General Fund monies for the 2024-2025 fiscal year to provide grants to mentoring organizations that reduce substance use disorders and gang involvement while increasing positive community connections for youth.

Effective date is July 1, 2024.
