Appropriates $1,250,000 in nonrecurring General Fund dollars to the Office of State Budget and Management for fiscal year 2023-2024 to support maternal health organizations serving Black communities.

Distributes funds in equal amounts to five nonprofit organizations: Equity Before Birth, MAAME (Mobilizing African American Mothers through Empowerment) Inc., Momma's Village-Fayetteville Inc., Jace's Journey Inc., and Sistas 4 Sistas Inc.

Equity Before Birth receives funding to supplement mother's income in absence of paid parental leave and cover essential services to reduce maternal and infant mortality.

MAAME provides education, support, doula services, and economic advancement opportunities for mothers ineligible for public assistance and unable to afford private resources.

Momma's Village-Fayetteville, Jace's Journey, and Sistas 4 Sistas receive funding for African-centered birth support, breastfeeding assistance, postpartum care, doula services, and programs addressing racial disparities in maternal health outcomes.

Act becomes effective July 1, 2023.
