Requires each public school in North Carolina to have at least one school nurse available to students during the instructional day, with the option to hire full-time or part-time nurses directly or contract with third parties.

Appropriates $89,000,000 in recurring funds to the Department of Public Instruction for the 2024-2025 fiscal year to increase the School Health Personnel Allotment for school nurses.

Mandates that public school units provide emergency naloxone nasal spray on school property, with each school storing a minimum of two boxes containing at least four nasal spray doses in a secure, easily accessible location.

Requires school personnel to receive initial and annual training from a school nurse or local health department on naloxone storage and use, and mandates development of an emergency action plan including storage procedures, symptom recognition, and follow-up procedures.

Appropriates $350,000 in nonrecurring funds from the Opioid Abatement Reserve for the 2024-2025 fiscal year to purchase naloxone nasal spray and facilitate required training; becomes effective July 1, 2024.
