Authorizes the Department of Natural and Cultural Resources to add the Haw River Trail to the State Parks System as a state trail, spanning approximately 80 miles across Rockingham, Guilford, Alamance, Orange, and Chatham Counties between Haw River State Park and Jordan Lake State Recreation Area.

Trail will accommodate paddle, hiking, and multiuse recreation while preserving natural, geological, cultural, and historic resources including endangered and rare plant and aquatic species.

Department shall support trail establishment on state park lands and coordinate with federal, state, local, and private landowners, with applicable laws and policies of non-Department property owners governing use on their segments.

Waives the requirement for adequate appropriations to accompany the authorization, but allows the state to receive land donations and purchase needed lands using existing funds from the Land and Water Fund, Parks and Recreation Trust Fund, Complete the Trails Fund, federal Land and Water Conservation Fund, and other available sources.

Effective upon enactment; ratified June 1, 2023 and approved June 9, 2023.
