Adds tribal enrollment cards issued by federally recognized tribes as acceptable identification for alcohol and tobacco purchases in North Carolina.

Amends G.S. 18B-302(d) to include tribal enrollment cards alongside driver's licenses, state ID cards, military ID, and passports as valid age verification for alcohol sales.

Amends G.S. 14-313 to recognize tribal enrollment cards as proof of age for tobacco product purchases, requiring the card to include the bearer's date of birth.

Updates biometric identification system provisions to allow tribal enrollment cards as previously registered identification documents for age verification in both alcohol and tobacco transactions.

Becomes effective July 1, 2023, and applies to all purchases made on or after that date.
