Agencies cannot implement or enforce policies, guidelines, or interpretive statements that meet the definition of a rule unless they are adopted as rules in accordance with the Administrative Procedure Act.

Any policy, guideline, or interpretive statement that an agency attempts to implement or enforce inconsistent with these requirements is unenforceable unless properly adopted as a rule.

Rules are invalid unless adopted in substantial compliance with the Administrative Procedure Act article.

The bill becomes effective upon enactment.
