Directs excess funds in the Civil Penalty and Forfeiture Fund beyond annual appropriations to be transferred to the School Technology Fund in the same fiscal year

Requires the Department of Public Instruction to allocate transferred excess funds to local school administrative units on a per pupil basis to satisfy the $729,699,823 judgment owed from the 2019 North Carolina School Boards Association v. Folwell case

Designates any state-appropriated capital funds for school technology (from sources other than the Civil Penalty and Forfeiture Fund) to be credited toward the remaining judgment until satisfied

Mandates the Department of Public Instruction to notify the North Carolina School Boards Association of all funds credited toward the judgment within 60 days after each fiscal year ends

Requires the Legislative Research Commission to study and report by March 15, 2024, on funding sources and a payment timeline (not to exceed 10 years) to satisfy the remainder of the judgment
