Repeals the prohibition on criminal penalties for violations of city ordinances regulating taxis under G.S. 160A-304

Allows repeat violators of city ordinances to be held responsible and subject to fines if they had a prior alleged violation within the preceding 12 months

A person cannot be found responsible for a local ordinance violation if there are no new alleged violations within 30 days of the initial alleged violation, unless a prior violation occurred within the preceding 12 months

Becomes effective December 1, 2023, and applies to offenses committed on or after that date
