Requires all students at UNC constituent institutions to complete at least 3 credit hours of instruction in American history or American government to graduate with a baccalaureate degree.

Requires all students at North Carolina community colleges to complete at least 3 credit hours of instruction in American history or American government to graduate with an associate degree.

Mandates required courses include reading six specific documents in their entirety: the U.S. Constitution, Declaration of Independence, Emancipation Proclamation, at least five Federalist Papers essays, Dr. Martin Luther King Jr.'s letter from Birmingham Jail, and the Gettysburg Address.

Requires a cumulative final exam comprising at least 20% of the course grade that focuses on the provisions, principles, and historical contexts of the required documents.

Effective beginning in the 2024-2025 academic year for students accepted for initial enrollment in baccalaureate or associate degree programs; students may be exempted if they completed equivalent coursework including Advanced Placement, International Baccalaureate, or dual enrollment courses.
