Exempts not-for-profit state-owned health care systems from certificate of need review for converting a former state-operated facility into a psychiatric hospital for children and adolescents, establishing inpatient psychiatric beds, and providing inpatient psychiatric services.

Limits exemption to facilities located in a county with a population between 60,000 and 65,000, total land area under 540 square miles, and situated along North Carolina's border with Virginia.

Requires the state-owned entity to enter into a written agreement with the Department of Health and Human Services before converting the facility and establishing the psychiatric hospital.

Removes the R.J. Blackley Alcohol and Drug Treatment Center from facility closure requirements, with the Secretary required to enter into an agreement by April 1, 2023 for a state entity to operate a psychiatric hospital for children and adolescents on the campus.

Conversion remains subject to all existing licensure laws and requirements for psychiatric hospitals.
