NC S139

Allows American Indian students who are enrolled or eligible to be enrolled as members of a State or federally recognized Indian tribe to wear objects of cultural significance as part of their regalia at public school graduation ceremonies in North Carolina.

Specifically includes bird feathers and plumes as examples of objects of cultural significance that students may wear.

Renames Article 29D of Chapter 115C of the General Statutes from "Student Prayer and Religious Activity" to "Activity and Cultural Expression."

Becomes effective upon enactment into law.
