Imposes additional hearing requirements for commercial development moratoria in municipalities, requiring two legislative hearings at the usual location and two at locations within the affected area, all held within 30 days of the final hearing.

Limits the Village of Pinehurst to a single, non-renewable 60-day commercial development moratorium, with no portion of the affected area eligible for subsequent moratoria for at least five years.

Voids any commercial development moratoria currently imposed by the Village of Pinehurst and prohibits the reimposition of moratoria in those areas for five years from the effective date.

Requires any development moratorium to include statements of problems necessitating the moratorium, courses of action considered, development approvals affected, termination date, and proposed actions to address identified conditions.

Allows expedited judicial review for persons challenging moratorium enforcement, with the local government bearing the burden of proving compliance with procedural requirements.
