Reduces the required holding period for a limited learner's permit from 12 months to 9 months before obtaining a limited provisional license, effective January 1, 2024.

Allows limited provisional license holders to transport one additional passenger under 21 years of age who is not a family member when that passenger is a student being driven directly to or from school, effective August 1, 2023.

Maintains existing exceptions allowing family members and household members under 21 to ride as passengers without counting toward the one-passenger limit.

Extends the expiration date of related provisions from December 31, 2022 to December 31, 2023.

Became law on May 6, 2023 without the Governor's signature.
