Adds "source of income" as a protected class under North Carolina's State Fair Housing Act, making housing discrimination based on income source unlawful in real estate transactions.

Defines "source of income" to include lawful professions, government assistance (Section 8 vouchers, HOPE program), loans, grants, and private financial assistance from nonprofits or other entities.

Expands fair housing protections to prohibit discrimination in residential real estate related transactions, real estate broker organizations, multiple listing services, and land-use decisions based on source of income.

Allows violations to be proven through either intentional discrimination or discriminatory effect, with an exception for actions justified by business necessity.

Becomes effective October 1, 2023.
