Repeals G.S. 115C-270.20(a)(4a)b. and G.S. 115C-270.25 to remove existing out-of-state teacher licensing provisions.

Establishes a new subsection allowing the State Board of Education to grant Continuing Professional Licenses (CPL) to teachers licensed in other states with substantially similar licensure requirements.

Requires out-of-state teachers to have at least three years of teaching experience and be in good standing with their current state's licensing authority to qualify for a CPL in North Carolina.

Out-of-state teachers receiving CPLs are subject to all the same licensure requirements as North Carolina-licensed teachers granted CPLs.

Takes effect upon enactment and applies to out-of-state license applications submitted on or after the effective date.
