Increases the Stanly County Airport Authority from five to seven members, with five members appointed by the Stanly County Board of Commissioners to staggered four-year terms and two members serving as county commissioners.

Requires all appointed members to be county residents and non-members of the Stanly County Board of Commissioners, with vacancies filled within 60 days.

Extends the maximum lease term for real or personal property from 25 years to 30 years, with an exception allowing up to 50-year leases with the United States government and its agencies.

Extends the maximum contract term for airline operations and other airplane activities from 25 years to 30 years.

Becomes effective upon enactment and applies to contracts and leases entered into, amended, or renewed on or after the effective date.
