Changes limited teacher licenses from three-year nonrenewable licenses to three-year renewable licenses in North Carolina.

Allows out-of-state teachers with at least three years of experience and current valid licensure to obtain limited licenses upon local school board request and affidavit.

Requires local board affidavits signed by both principal and superintendent for limited license renewals, stating the teacher is effective and meets or exceeds growth expectations under EVAAS data where available.

Eliminates the requirement for teachers to demonstrate preparation through standardized examination scores to obtain limited licenses.

For limited license renewals on or before July 1, 2025, the State Board of Education shall only require compliance with the new affidavit renewal requirements.
