County board of commissioners may not set compensation and allowances greater than those of a General Assembly member under G.S. 120-3(b) and G.S. 120-3(c)

City councils may not set compensation for themselves, mayors, and other elected officers greater than that of a General Assembly member under G.S. 120-3(b) and G.S. 120-3(c)

Expense reimbursements and fixed allowances for city officials may not exceed amounts authorized for General Assembly members under G.S. 120-3(b) and G.S. 120-3(c)

Full-time county officials appointed under G.S. 153A-81 or 153A-84 are exempted from the General Assembly compensation cap and may receive higher compensation

The act becomes effective upon enactment and applies to annual budget ordinances adopted for the 2023-2024 fiscal year and beyond
