Senate Bill 195 Summary

• Includes the North Carolina School of Science and Mathematics (NCSSM) in the Distinguished Professors Endowment Trust Fund to allow it to receive and match challenge grants for distinguished professor endowments.

• Creates staggered two-year terms for the 14-member North Carolina Teaching Fellows Commission with appointments expiring June 30 in odd-numbered years, effective July 1, 2023.

• Expands tuition grant eligibility for NCSSM and University of North Carolina School of the Arts (UNCSA) graduates by allowing postponement of enrollment requirements for up to one academic year for military service, medical debilitation, disability, or extraordinary hardship.

• Requires University of North Carolina constituent institutions to remain neutral as institutions on political controversies and prohibits requiring students, faculty, or administrators to publicly express views on social policy.

• Exempts Fair Labor Standards Act-exempt employees of the University of North Carolina from the State Human Resources Act and grants the Board of Governors authority to establish exempt positions without state agency approval; provides existing employees the option to waive career state employee status.
