Authorizes Onslow County and its municipalities to publish required public notices electronically on the county-maintained website as an alternative to newspaper publication, with governing boards able to adopt ordinances covering all or specific categories of notices and set reasonable fees.

Requires counties adopting electronic notice ordinances to publish instructions for accessing notices at least monthly for 12 months in a newspaper, maintain notices on a searchable website for at least one year, and keep indexed copies in a separate notice book available for public inspection.

Allows city councils in Onslow County to publish notices through the county website if the county has also adopted an electronic notice ordinance, and permits the county board of elections to publish election notices electronically under the same conditions.

Establishes G.S. 1-602.1 authorizing Onslow County to serve as a central location for publishing legal notices via county-maintained website, with county employees providing sworn affidavits as prima facie evidence of publication, and allows the county to charge fees for administrative costs.

Applies exclusively to Onslow County and municipalities wholly or partly located in Onslow County, effective upon enactment.
