Authorizes the City of Durham to make grants to businesses and nonprofit organizations using public funds to serve the public interest and well-being of the Durham community.

Requires grant recipients to be engaged in essential services including child care, food and agriculture, critical retail, critical trades, transportation, personal care services, and social services provided by nonprofits.

Mandates that grant recipients must have continuously provided their essential service for at least two years prior to applying.

Requires grant applicants to submit a written sworn statement certifying they have no overdue tax debts at the state or local level.

Requires the City to develop policies specifying grant purposes, establish periodic reporting requirements for grantees, and ensure grant funds are spent according to their designated purposes.
