Authorizes city inspection departments to conduct inspections of dwelling units when residents file complaints alleging an immediate safety threat from unsafe, unsanitary, or hazardous conditions.

Allows inspection department personnel to enter premises at all reasonable hours upon presentation of proper credentials to determine if a safety hazard exists.

Permits inspections of additional dwelling units owned by the same property owner without specific complaints if a safety hazard is confirmed, or if the owner has three or more violations within a 12-month period.

Establishes appeal rights allowing property owners to challenge inspection department actions before a housing appeals board, zoning board of adjustment, planning board, or local governing board, which may affirm, reverse, or modify the decision.

Takes effect upon enactment into law.
