Ratifies the federal Equal Rights Amendment, which prohibits denial or abridgment of equality of rights under law on account of sex by the United States or any State

Affirms that the Equal Rights Amendment became the 28th Amendment to the U.S. Constitution on January 27, 2020, when Virginia became the 38th state to ratify it (three-fourths of 50 states)

Requires the Governor to send a certified copy of the ratification to the U.S. Archivist, President Pro Tempore of the Senate, Speaker of the House, and all North Carolina congressional delegation members

Becomes effective upon enactment with no delayed implementation date
