Defines "airport authority" as entities created under Chapter 63 of General Statutes or by local act of the General Assembly to operate airports.

Allows airport authorities operating in counties with populations greater than 250,000 to elect local program regulation for erosion and sedimentation control instead of state Commission jurisdiction.

Requires local government governing boards to enact a resolution accepting jurisdiction and airport authorities to notify the Commission with at least 90 days' notice before transition.

Maintains Commission jurisdiction over existing permits until airport authorities submit permit modification requests to transfer permits to local programs.

Effective October 1, 2023.
