Adds an exemption to North Carolina's building design element regulations for structures located along NC Highway 115 in downtown Davidson, from the railroad city limit line north to the intersection with Ridge Road.

Allows the Town of Davidson to apply design and aesthetic controls to residential structures in this specific corridor, exempting them from the statewide prohibition on design element regulations for one- and two-family dwellings.

Defines "building design elements" as exterior color, cladding material, roof style, architectural ornamentation, window and door styling, room count, and interior layout.

Specifies that design element regulations cannot be applied unless property owners voluntarily consent as part of a zoning amendment or development approval process.

Applies only to the Town of Davidson and becomes effective upon enactment.
